The research was conducted by AK Dube, South Africa. The small-scale project aimed to explore the involvement of disabled people in the Poverty Reduction Stategy Plan (PRSP) and the Poverty Eradication Action Plan (PEAP) in Uganda, and highlight lessons learned for the disability movements in other countries involved in PRSP processes. The methodology included interviews, a field visit to Uganda and a literature review. The PEAP has guided the formulation of Ugandan government policy since its inception in 1997. The PEAP has four pillars that represent the major goals for the action plan:
The disability movement engaged in a co-ordinated effort to ensure that disabled people were included in mainstream poverty eradication programmes during the most recent PEAP process in 2002. On an invitation by the Government of Uganda the National Union of Disabled Persons of Uganda (NUDIPU) came up with the strategy for participation which involved:
NUDIPU developed a postion paper entitled 'Participation of Organizations and Partners for Persons with Disabilities in the PEAP' which the author notes, "...The paper arugued that the PEAP treated issues about disabilities under the general headings of 'vulnerable groups', 'marginalised groups of society' and 'disadvantaged groups'...[and]...failed to give explicit strategies and relevant policy interventions for the intended target groups".
