Roundtable 2: Mainstreaming disability in development - activities and presentations

During the three days of the second roundtable, participants engaged in a number of activites relating to the disability issues being discussed. These included:

  • Indicators to measure the success of mainstreaming initiatives
  • Principles for engaging with mainstream development organisations
  • A petition to include disability in the Millennium Development Goals
  • Recommendations for the third roundtable in Cambodia.

Participants also presented their own experiences to the group. These included;

  • Community approaches to Handicap in Development (CAHD) - Ingar During, Chrisstoffel Blindenmission and Handicap International
  • Mainstreaming disability in community development in South Asia - Rajendra KR, Leonard Cheshire International South Asia
  • Orissa State Disability Network - Sruti Mohapatra, Swabhiman
  • World BAnk India Disability Study - Philip O'Keefe, World Bank
  • The work of the Department for International Development, India - Dennis Pain, DFID
  • The three-legged stool of disability - Philippa Thomas, Healthlink Worldwide

Summary of activities

Indicators to measure the success of mainstreaming initiatives - during the three days there was much debate on the definitions of 'mainstreaming' and 'inclusion', as a way to move the discussion further a group of participants worked on a set of indicators that could be used to measure the impact of mainstreaming or inclusive activities. Two sets of indicators were developed for use at a macro and micro level.

Principles for engaging with mainstream development organisations - Participants felt strongly that disabled people's organisations and mainstream development organisations need to collaborate. If organisations continue to treat disability as a separate issue then disabled people will never be included in mainstream society.

Community approaches to Handicap in Development (CAHD), Ingar During, Chisstoffel Blindenmission and Handicap International - this presentation outlined the CAHD approach and shared strategies for the inclusion of people with disabilities in development activities

Mainstreaming disability in community development in South Asia - Rajendra KR, Leonard Cheshire International South Asia - Rajendra shared one of Leonard Cheshire's project proposals which aims develop employment and education rights for people with disabilities. If the EU funds the project work will commence in April 2006 and will include India, Sri Lanka, Pakistan and Bangladesh.

Orissa State Disability Network - Sruti Mohapatra, Swabhiman -The Orissa State Disability Network states: “It is our belief that Advocacy and Awareness are the strongest tools available to change the way society perceives disabled people. We feel that disabled people and disability groups should be encouraged to take the leadership role in this crusade”.

Sruti's presentation introduced the network and it's achievements to-date.

World Bank India Disability Study - Philip O'Keefe, World Bank - The World Bank India Disability Study is aimed at policy makers, DPOs, and NGOs. It is meant to searve as an evidence base for demonstrating the importance of the disability issue to the Bank.

The work of the Department for International Development (DFID), India - Dennis Pain, DFID - The presentation provided participants with information about DFID India, its approach to disability and the way it works with other organisations.
